The UWA planning process is in effect a matrix of area planning (vertical) and functional planning (horizontal). The interaction of these two dimentions reflects the governance structure of the University, where there is a high level of academic and bugdetary autonomy in the faculties, within a cohesive institutional-wide planning and policy framework. The balance between central and devolved decision making and the explicit link between planning and budgeting are key features of the UWA planning process.
